Do both programs utilize their time fairly close to one another, because if one
of the programs is moving too fast and the other is using more time to get a
better position, then by this you could say that the one is smarter who is using
a little more time to get a winning position and thus probaly a win!

Does the programmer choose which time his program performs better at? And if so,
then a program might win or lose more games according to what time control is
used. I would think that a more standard time control that a majority of players
play with would be more accurate to use for testing if the above is true, but if
the programmer doesn't write his program to better benefit certain time
controls, then the above statement is false.

This is just a thought and i wonder what others might think regarding this?

Either way it is still greatly appreciated that testers as yourself give all of
us great entertainment, and i personally thankyou and all the other testers for
all your efforts!
