But they can give their points up indirectly, it is only slower.

I still think that the main reason was that FIDE did not want to have Judit
Polgar at the top of their women rating list. Their official explanation is that
they wanted more women playing in tournaments against men (they were often not
invited due to their low ratings).
FIDE said that Prof. Elo gave his blessing to that rating increase. When asked
he also said that he suggested an smaller increase (25 points) for Judit Polgar
since whe played quite a lot against men. Those points would have been enough to
keep her at the top, but FIDE gave her none.
