Your ordering of improvements is mostly personality and time constraint
based. Each person will do it a bit differently.
For me, I have very little time. So, I focused on the search algorithms
first (could have been the evaluation). This approach made debugging a bit
easier as there was never a question where the problem was.
However, this approach has its pitfalls. By keeping the p.e. weak, large
speed improvements were required to increase the strength of the program.
But, the bonus is: now that I am tired of the search algorithm experiments,
simple modifications to the p.e. make noticable differences.
As far as "where do you stop" is concerned:
A quote from Einstein was to the effect that "... imagination is more
important than knowledge ..."
So, you are only limited only by your desire and imagination. Probably what
makes this field so interesting.
