You might try looking into the following engines. Unfortunately there is no easy
way to run engine-engine tournaments for any of these. Only strong players can
give you solid advice about their relative strengths.

XieXie - Pascal Tang's program. It is commercial, but you can download
         a trial version here.

XQ Learner - you can download a trial version. Registration is relatively cheap.
         I think that this one has a good understanding of AXF rules. It has
         book learning, and supports some endgame tablebases.

Uncle Wang - one of the older engines. Runs under DOS. It's one of the few
engines
         that seems to understand AXF rules. You can order it through Yutopian,
         but it's cheaper to get it through the author.

Chinese Chess Heroes II - compare to Chinese Chess Master III. I've never seen
it,
         but this series seems to be somewhat like Chessmaster in that you can
         challenge various personalities.

Saola - a newcomer. You could try to contact the author, or go through Yutopian.
        Hopefully a trial version will be out soon. Might be the most complete
        package, but not so sure about the strength.
