No

It may be if you did not play enough
games against players with fide rating(I think that
you need 9 games against players with fide rating and
if one of your opponents had no fide rating then
it is enough for you not to get a fide rating..

Another explanation is if the tournament is a new tournament
so Fide did not update it and
in this case you may appear in the next fide rating.
