Subject: Can any program see that this is a draw?

I'm sure this has been covered before, but I'm curious if any program can tell
right away that this position is a draw, and if not, why not? It took me but a
few minutes to create a method for determining if this position was drawn or
not. Is detecting this draw harder than I am anticipating, or is it simply a
matter that there is no need for such draw detection?

I tried it with Fritz and it scored about 0.5 for white after 6 minutes.
