Congratulations to the moderators for this sensible decision.
I am almost sure that this guy is going to enter CCC again, under another name.
I hope there is some way to identify him if he does that, maybe with his email
adress (but this is easy to fake), or with his DNS address or IP address (I'm
not a specialist but I guess this is possible).
