I don't know about the second chance thing.  I have thought about it
myself and think it may not be relevant.    The only type of person
we would ever remove anyway does not care about the group and see's
the removal as nothing more than minor annoyance.

I cannot speak for the other moderators on this, but I would
personally consider bringing back a member who really wanted
to be back in the group.   I just don't think any of them do.

If someone came to us and said, "Hey, I feel really bad about the
trouble I caused but really wish I could come back", then how
could we not reconsider?  I'm not saying we would let them in,
but if we detected some sincerity I for one would consider it.
But there is no way I would go after these guy's and say, "please
come back, we want to give you a few more chances."  We won't
be removing anyone who has not already showed us that they are
going to be a constant source of trouble.  If they want back
let them convice us otherwise or it won't even be considered.
