Maybe.
Currently Chrilly Donningere is working on chess hardware based on F(C?)PGA.
Don't know if this is an ISA or PCI card, and it works of course in combination
with software.
You find some more information on it at Computer Schach und Spiele and in the
ChessBits #17.
Of course it is no board like the Mephistos, Saitek etc.
