Then whoever installed the computer did a really piss-poor
job and you should bring it back and complain.

If you built it yourself, draw your own conclusions.

The AMD cpu's themselves run rock-solid even at temperatures
as high as 70C. (tested with several normal and 'XP' version
Athlons)

If you're having heat problems with an Athlon, it's not the
CPU that is at fault, it's the competence of the builder that
is questionable.
