First of all, you can never put forward a rule such as "No opening books
allowed", since in such case the programmers will implement the book in the
program, without any need to external file.

Opening books can be used to test the programs under (almost)"perfect play"
conditions assuming that the openings are kind of perfect play. As a simplest
example if without a book, your program plays 1.a3 or even 1.e3, then you'd
better fix the evaluation function.
