Subject: Chessdatabase for amateur's use ?!

I was wondering that for chessplayers around 1450 - 1750 USCF which database is
to be recommended - ChessBase 8 or Chess Assistant 6.1 ? Or maybe I am thinking
something that amateurs shouldn't be thinking about? Which db would help in
correspondence chess play (legal use)? I once read an article in Chess Life
which state that databases are beyond an amateur's use that is it is for IM -
GM !?
