I did not analyze that position but Roy gives a line with 20 ply for 1.c4 in his
analysis and not 17 plies.

The 17 plies are for 1.Ba5 and only later 2.c4

The main line after 1.c4 is
1...Nxb4 2.Qxb4 Nf6 3.Re7 Qc6 4.Rxf7 a5 5.Qc3 Re8 6.Bg6 Qc5
7.Rxf6 Re2 8.b4 axb4 9.Qd3 Kb8 10.Qxe2 gxf6 += and it is considered as inferior
relative to 1.Ba5

I express no opinion about that line because I did not analyze the position.
