You can do queries about their database on-line. You can get 100 games per day
by request. In 14 years, you could collect them all, except that new ones are
probably being added at a rate much faster than 100 per day. I have an email
which says, among other things:
"ICC maintains a constantly growing database of all games played by GM/IMs on
ICC, or games where both players are rated over 2300."
