The best engine may not win, that's true. But does'nt that apply to human/human tourneys too? There would seem little point in holding a tourney at all, just look at the ratings relative to each other, and say "Well, that program/human is stronger because he/it has the highest rating". Tournaments are held basically for the fun of it, and lady luck plays a roll in the outcome.
