Does the ICCA require some sort of payment for holding the event? I believe that is _the_ problem. ICCA has been using the WCCC event and WMCCC events to help fund the journal for many years. Last time I saw a quote, they wanted about $35,000 US dollars plus the sponsor has to pay for any expenses associated with the event, such as playing hall, etc... I played in 15+ ACM events and WCCC events and _never_ paid an entry fee because none was required. Where that came from is anybody's guess. I was at the Edmonton event in 1989.
