So while I don't think that you would need a prize fund (programmers will fight for fun and honour) maybe you'd need some sponsor money for travel expenses. For hardware you could either contact a computer company or a university. Sponsors shouldn't be a too big problem IMHO - the main problem left is that you'd need someone or some people willing to organize it and invest the necessary time. During the last WMCCC there was a similar discussion on this board and there were a few people who said they wanted to do it and even had already contacted sponsors etc. But it seems noone was eager enough to make it real.
