I have no idea.  It was in the original "paper copy" I received as it was
written.  Sometime in late 1977 or early 1978 after we formed the ICCA at the
1977 WCCC in Toronto.

At the time, most of the participants were from North America.

Then Canada:

etc.

the list goes on..

The rest were mainly from Europe.  The ICCA was formed to _foster_ computer
chess development.  It was deemed "fair" to alternate to give the Europeans more
exposure.  It was, at the time, also deemed reasonable to alternate between the
two main centers of development, to help control cost.  IE the South Pole would
be a bad place to go, just because there is one person developing a chess
engine.  Everyone would suffer the travel costs there. :)
