Subject: Rebel 9 vs Anand 1997 clock Simul Position

In this Position Most Programs Perfer 17. C4 with atleast a +1.50, However
Gambit tiger and Tiger 14 choose Anands Move immediately 17. Qh3, My question is
which move is objectively the Best?
