I don't think there's any way on earth they would send anything but their best, but the fact is we do not know. You can't take something said in the past and assume it applies in the present. Maybe their "best" still had a few issues being worked out. Maybe some higher up at Chessbase had some weird reason and Frans didn't have the choice.
