The reason I ask is that if you have 12, and you have matches between them, you narrow it down to 6 after the first round, then down to 3 after the second round, and then you have an odd number. I think optimally it would be best to use a 12 participant swiss tournament to narrow down the field to 4 or 2, then play matches between those participants to determine the winner. >Once a program wins a specific tournament it can not enter the ones after it. I think you mean, once a program qualifies for the world championship event, it cannot enter another one of the ICC qualifying tournaments, right? Because if it finishes 3rd, it has still qualified and shouldn't be allowed to possibly knock other hopefuls out by participating in a qualifying event a second time. >Does this seem more reasonable, and possible?
