Please don't restrict participation by holding qualification tournaments.  There
are precious few of these tourneys already - any rule that restricts
participation is a huge negative, in my opinion.  These qualification events
will essentially eliminate 90% of the amateur programs from attending.

If your goal is to increase the chance that the best program wins the event,
simply play more rounds, even if this means shortening the time control.

There hasn't been a computer chess tourney in North America for many years.
Please make it an open tourney for all to attend and enjoy.
