That is exactly what I am trying to do. Have 12 participants in the final event,
make a swiss system and the best program will win.

Yes exactly. Once a program wins an ICC qualification tournament it will not be
allowed in the other 3. If a program does not win in the first one it can enter
all 4 until is possibly wins. Only the top 3 participants in the tournaments can
not enter the next one. They have qualified.

I intend to. Taking all suggestions into account sure.. implementing all of them
would not be possible. There are just going to be to many.
