With a bazillion entrants you will need a fixed time, I think.  Probably G/90
which is what FIDE uses now, I think.  Tragic, but nobody wants to play at 40/2
any more, and a huge number of entrants would make for quite a tree, even with
accelerated swiss.   You might have to divide in pools or something.

The problem with x moves in y hours is that the games can go on and on.  It
makes for the best chess, but it also means that the games could theoretically
go on for hours and hours.  I think for a world championship, it should be a
round robin between the best participants at 40/2, but for an open a faster time
control is fine.

I would let the dollars dictate.  A bunch of money will be needed for whatever
administrative costs there are also.  So if you can get sponsorship good enough
to fly 100 people, then fly 100.  If you can fly 4, then fly 4.

I would have a sign up for this, so you can figure out who wants to participate.
