I agree that we shouldn't do anything to limit participation from any group, but
I think that IF we are going to do anything to encourage participation such as
free air fare, or whatever else comes up, that we should encourage the
participation of North Americans before participants from elsewhere. If we have
an excess of money (which isn't likely) we could either help outsiders or put it
in the pot for the next year, or increase the prize fund. It is assumed that we
will not have a shortage of beer, of course.

I think the real question is, if we have money to spend, do we spend it on
flying participants in, or on beer?
