It appears to be about 7 plies, since INCPLY is 60.
Therefore if:
1. You are allowed to do null moves
and
2. You are not in check
and
3. You have some pieces
and
{
EITHER
4a. You have at least 5 pieces on the board
OR
4b. You are less than 7 plies deep
}
then go ahead with the null move
