The Nalimov tablebases can be dowloaded for free from Prof.Hyatts FTP site:

There, also an tbs. generator program is available. Useful i.e. to create the
4-piece tbs. within a few hours offline (~30 MB) instead of the large downloads.

AFAIK there is no opening book format standard. Many freeware engines have their
own books attached (some small, some large) and/or allow to create books from
PGN game collections, using various parameters the user can set as desired.
