No... should be identical, and have always been identical AFAIK. There were no
language-dependant service packs so far.

Bugfixes (GUI and/or F7 engine) and additional features (i.e. UCI compatibility,
additional server features...). Should be installed. Latest F7 engine version is
7.0.0.8; you can check this in the explorer, in the file properties of Fritz
7.eng. I think the latest "official*" GUI version is of June 4th 2002.

*) Sometimes, early versions of service packs are available from the chess
server Playchess.com/Schach.de.
