The other thing that could be going on is there is a big difference between
ratings derived from playing humans and other computers. Equivalent hardware and
indentical software can still result in a HUGE difference in rating. If some
unknown program is doing much better than expected, it could just mean that it
plays a lot of humans. You can't conclude much of anything unless you do a
really detailed study that takes into account what type of opponents it has been
playing. The off the cuff assessments are worthless.
