That is what I remembered.  An international arbiter told me (many years ago)
about how to compute the GM "norm" number for any event.  He said that it was
based on this "performance rating" calculation, and that FIDE had computed
a "norm" for many different category events, where the category is based on
the actual average rating for the event...

Of course, the way it is done and the way some want it to be done have nothing
in common, so I suppose "the claims" will continue until one day computers _do_
produce TPR's high enough to satisfy the real norm requirements, then we can put
it all to rest...

At present, it is a combination of strong programs + wishful thinking ->
GM norm equivalence...  :)
