For this history of computer chess i would recommend How Computers play chess by
David Levy and Monty Newborn. I dont think there is a good book on how to
program chess computers but i would recommend the discription of chess 4.5 in
Chess skill in man and machine. You could also try the computer chess compendium
by David Levy. For searching techniques i would recommend something by Marsland.

There is also a nice book by Van der Herik; schaken voor computers but that is
in dutch.
