Bob, I don't think Louis is very concerned with whether the things he says can
be backed up by facts or not. He seems to just declare things to be a certain
way and moves along quickly to another topic. Now I'm just waiting for him to
give the "my evidence is all of scientific research" claim, or some equally
generic and obscure claim.

From what I can tell so far, his claims can only be backed up if he believes
things to be true by faith, such as "computers are not intelligent". It could be
possible be has an alternative agenda, since the question asked was "do
computers make decisions?" and he started in on a rant about how computers are
not intelligent. (shrug)
