No, it says:
"The initial conversion was extremely literal and as such is essentially a C
program written in pascal. The performance of the resulting program was about
15% slower than the VC++ version ..."
A slightly improved ("Pascal-ized") version was only 8% slower. This only shows
that a cleaned up version is faster than the original. :-)
