Decision implies choice. There is no choice; it's preprogrammed. When a computer can arbitrarily decide whether it wants to perform an action, with some level of cognition, then I will concede that they can make decisions. Well, you're basically asking if we're all preprogrammed morons that really aren't making decisions for ourselves, but doing what we are programmed to do.
