Do you have the server side source code of timeseal? AFAIK, this is not freely
available. For example the people of the Brazilian chess server
(jogo.cex.org.br) could not get it at all, even after trying rather hard.
Missing time synchronization would affect usability rather seriously (not
everybody has small lags), especially at typical ICS time controls.
