Fritz 7 A1200 vs Junior7 A1200 (20½-19½) (source SSDF) Doesn't look like Junior is so much stronger than Fritz here. Remember only 1 game was played between Fritz and Junior at the SSDF. It would be nice to see the "cross games" of 6 games you can't always predict the outcome by the past. I'm not saying Fritz is Stronger than Junior or vice versa, just the the programs are both TOP programs and Fritz isn't merely moderate as you state.
