Although I joined this discussion voluntarily with my jackass head,
nevertheless, ipconfig.exe is a standard part of Windows 98.

Here you see a picture from the directory listing of my original Windows 98
CD-Rom:

It was installed directly with Windows 98.

IIRC - but I'm not sure - earlier versions of MS-DOS (at least before NT4)
already had it, maybe even my version of 2.1 already had it, but it's too much
to check that. I can remember using it on my Windows 3.11 copy, though.
(ipconfig.exe, that is)
