I believe that he could find Qe3 against humans. The point is that kasparov probably thought something like the following: "I am playing against a computer. It is clear that the opponent had better position and I do not expect it to let me to find a pereptual check so Qe3 cannot work. The only chance is to get draw in the endgame but I find that I lose the endgame." Uri
