Sure can't tell long-distance. My recommendation is to swap the monitor into
another PC (bring your monitor drivers), and see how it performs.

If it's OK, you can swap the video card to test it (again, bring your drivers).

Being 12 years old, I'd suspect the monitor, monitor connection, or cable, but
you never know. Be sure you're not exposing the monitor to any strong magnetic
fields, of course.
