No,It is +21 relative to the opponent. I used the linear formula that it a good approximation for the real gap except cases when the gap is very big. My formula found 23.33333333333333333333333333333333... 400*(63.5-56.5)/(63.5+56.5)=400*7/120=23.33333333333333333333333333333333... Uri
