Actually I think Rxe3 still draws there.  Black should not play a5 and he is ok,
it is important for black to keep a tempo move (a5) in hand.  And if white plays
a5, black can play b5.

To make it a good test position you must put the c7 pawn on c6 AND also put the
a6 pawn on a5.  That position is quite easy though I think, most comps will see
deep enough to avoid Rxe3.
