ICC has been conducting a survey on this topic. Type "help survey" on ICC to get the details. I don't know how ICC and FICS ratings compare, but I think there was some discussion of this here a while ago (can't remember when, or the details - something about FICS ratings moving slower than ICC ratings, I believe).
