Sure.  As the Larry ratings (clarified by Don, then amended by fca = LRCDAF)
suggest, a Queen is worth about a pawn less.  Two rooks' ability to hassle and
prevent queening is quite high.

Per LRCDAF:

2*B+N vs Q

2*10 + 10 + 1 vs 29

= 31 vs 29

which indicates the BBN is worth 2/3 of a pawn more than a Q... sounds pretty OK
to me.
