I'm using LaTeX under Windows. Download and install Cygwin, which is a UNIX
environment for Windows: http://sources.redhat.com/cygwin/

Then you can use the DOS prompt as if it is a UNIX prompt:

Compiling:
% latex file.tex

Converting into postscript:
% dvips -Pcmz file.tex -o file.ps

Converting to PDF:
% ps2pdf file.ps file.pdf
