I cannot speak for Bob, but i know that in science there is so much fraud with 'scientific results' that you have basically 3 choices a) lie even harder b) get an email box filled with hatemail being honest c) modify the conditions of your test such that your outputs look great but only very big experts see that it wasn't that good It is sad but true that with regard to computerchess most opt for either 'a' or 'c'.
