After running afoul of Vincent myself, I didn't think it appropriate to act
on his post as a moderator.

however, I think his statement was outrageous enough that no action was really
needed since it was way out of line.

I've known Mike for _years_.  I have no idea whether his medical problems have
altered his personality, so I can't comment.  But he was always certainly the
class act at ACM events.  And before his stroke he would have handed Vincent
his head at 5:1 time odds in chess.  I've seen him do it to IM Danny Kopec more
times than I can count...
