The idea has a lot of merit.  So much, in fact, that David Slate / Larry Atkin
bemoaned the lack of such a thing back in the 1970's..  :)

The problem is that if you write an engine, then you are hesitant to spend the
time on such an "outside-the-engine-tool" when the engine needs so much work.

A larger team of several players might tackle this with a couple of the members.
IE on the deep blue project, they did some automatic tuning software but used
people not directly involved with working on the DB engine itself.  I can only
speak for myself but I've never had enough "help" to be able to sic someone on
such a project...
