If I were you I would try the following.
I _presume_ you have WinBoard installed in c:\winboard. If this isn't
true you have to adjust to your path.
I suggest to create a folder for Crafty c:\winboard\crafty and a
folder for the TBs c:\winboard\tb.
Put all Crafty files (executable, crafty.rc, books etc.) in the crafty
folder. Put all TBs in the tb folder.
Rename the Crafty executable from WCrafty-18.7 to WCrafty-187 (or whatever you
like) but remove the "." from the name. It has been reported several times the
dot causes problems on some machines.
Edit your winboard.ini :
<... snip ...>
/firstChessProgramNames={GnuChess
"WCrafty-187" /fd=c:\winboard\crafty
}
/secondChessProgramNames={GnuChess
"WCrafty-187" /sd=c:\winboard\crafty
}
Edit your crafty.rc:
<... hash etc snipped>
egtb
tbpath=c:\winboard\tb
...
When you start crafty the log file should contain the following:
...
EGTB access enabled
using tbpath=./TB
0 piece tablebase files found
4 piece tablebase files found
1406kb of RAM used for TB indices and decompression tables
...
I also suggest to update your WinBoard version. In 4.2.3 are some
problems with time control.
