It seems to be a Crafty (?) clone running with a _strong_ hardware.
Just added to the Abuser's list some time ago at our local (brazilian) FICS
Chess Server, jogo.cex.org.br, because (he) was disconnecting when the game
reached endgame, just to reconnect and resume play using Crafty. Removed from
the abuser list because admins at jogo.cex.org.br don't have any good evidence
that (he) is really cheating. It seems that the increase of rating is based on a
"strategically" choosen list of opponents, and the assesswin>=1 formula...

My personal opinion: don't waste your time with this guy... go with Stefan,
Ed/Lex Loep, Christophe, de Koning, Amir Ban, Hyatt, etc... they are seriously
engaged in computer chess.
