Actually if you use it everytime it loses it's meaning.. And yes it's meant to show that the writer has meant the sentence in a joking manner (hence a joke not meant to be taken seriously). People generally don't use enough smilelies, hence leading to miscommunications.. I notice newbies tends to overuse them though...
